This guy (or girl) has seemingly created a different version of the MCG FPLE, and this one actually looks to be better than I could have imagined.

This is the 3D Dungeon by Sabakan. Whether he saw or didn't see MGC's system, it is an RPGMaker VXAce script demo blog with a vialble demo download: (Click Here}. It is still copyrighted, and in use in his game, Puchirea.

It goes in Scripts Database for RPGMaker VXAce.

is there a way to convert it back down for RMXP?

This is not based on FPLE, nor is it real 3d. It is a simulated effect done with images much as was done in old RPGs such as Shining In The Darkness. Poke around in the Graphics/System folder in that demo to see how it is done
