Have you checked out our Tools forum? It is within the Material Development tab/board. There are plenty of charset generating tools there. Heheh... I wrote one in there by using RPGMaker XP.

are you talking about the actual sketching of the sprite or the layering character build sprite makers?
If you're looking for 2d composite sprites (paperdolling with layers) I say shell out the few dollars and get Game Character Hub. It's really worth it. Alternatively, there's a great editor for RMMV called Schlengen's (spelling) Extended Character Creator. really good stuff there...
Of course, for flat sprites that are not aliased, DerVVUlfman's ChargenEX is the best.
