Since the article I posted above handles both Windows 7 and 10, I can leave it there and tell you this: it's not worth making such payments. It's almost like a scam. Go pick Windows 8.1 or start using Linux if possible for it's free by nature.

Since Windows 8 or 8.1, the OS had two choices to create an account that would let you use Windows as usual. One would be the online account, forcing you to always stay online before logging into the OS, and the local account that works offline or it just doesn't ask you to be online at that point.
MS now wants to get rid of the local account even if it's a highly reliable option.

Especially for system administrators.
This doesn't mean there's no way to create a local account in Windows 10, after the 1903 update, but it really makes it excessively complicated for just logging in.

It forces you to use an MS account and then get in and setup a local account. To use it, you'd need to log out and back in to be recognized as a valid local user with a local account.
