It can't be a money thing, because Linux is free, runs on old hardware and comes in many flavours and configurations, so for hardcore Windows 7 users, just install Debian or any other distro with Cinnamon desktop and you should feel right home.

Well, a KDE desktop would also make you feel kind of comfortable if you were used to any Windows version and plan to move to Linux at any time. It does look like Windows 8.1 or 10 depending on your settings.
