Do you mean in terms of how to sprite or draw one?
There isn't really a science to it. It will depend on the game style and your own abilities as an artist. A world map is just another visual representation of how different locations relate to each other. In terms of art, it's just drawing on a small scale - the important things will be detail and color. A forest is a mass made up of tiny trees; a town is made up of little squares (i.e. houses), and so on.
Your best bet would be to look for screenshots of world maps in commercial games to get an idea of what style you like.

If you don't know how to sprite from earlier then you must prepare yourself for months of practice. minimum

Well, this isn't asking 'for' a resource, but is more a question on 'how-to' create something. It's more of a support query, so I'm moving it to Support.

Try putting a flash card under you pillow tonight.
If you do, the computer fairy will come and you'll find a world map on the card in the morning :O

Well, as Lunarea asked, are you spriting one or drawing one.
There have been various world map systems that use actual artwork rather than maps that use tilesets. In this case, it is painted/drawn art that you're using for your project. But then again, you could be using tilesets that are designed for worldmaps. They could have tiles for forests, volcanos, whole towns, etc.
When you wish to make a worldmap, you should have an idea of how you want it to look and act.... like if you have any special feature to your worldmap.
