Well, with the RPG Makers now beingin steam, you have a whole bunch of people beeing introduced to something that they didn't know about. They are starting out, not having the knowledge or experience that came with building communities. Heck, if you think back a few years, this happened before, when -again- the whole thing was fairly new to a lot of people.
There's been a lot of crap projects out for sale ever since this was an option.
We have lost a lot of communities this year, which makes it harder for this flood of people to turn somewhere. Give it time.
Imagin this as a remake of a old game, if you will, with some of us knowing what awaits us while others stumble into this for the first time.
That said, there are still communities out there, small or big, which have not lost the joy in what they do. Things will change and shift some more, but I don't think that we are experiencing the downfall just yet.

Friendship is born at that moment when one person says to another: "What! You, too? Thought I was the only one." (C.S. Lewis)
For the time you're laughing, there's nothing wrong in the world. (Colin Mochrie)
If it's funny, make sure people laugh. If it's not funny, make it funny (unless it's actually really serious). (silvercheers)
Please don't spell my name "Yamina-chan". It's all small. Thank you =D
