America isn't being a democracy because a lot of people don't vote due to a lack of feeling that their vote matters.
It is partly due to the politicians, but mostly it is because Americans and by extension, the politicians, have adopted the policy of taking more than they give back, while the opposite holds true of China.
China, while there are no voting booths and such, a Chinese person can find themselves in the dictatorship party and actually vote to affect a change.
