Are you going for a cell-shaded look, or something painted? I only ask because it seems like you're using a weird mix of the two. Possibly burn/dodge tool in Photoshop? It's really doing a disservice to your work. Your shading's actually not that bad, but the flip between the cell-shaded shadows and fuzzy white highlights is making it look like you're really struggling. You've applied the "dark" (i.e. shadows) well. Use the same method for highlights.
