Don't worry about Magpie... even in the animated features:
EDIT: Yep, she's dead. But I digress. Why use the lesser villains or villains from other heroes??? A change of pace. If you constantly used the same villains over and over, things could get stale. The Joker couldn't keep escaping Arkham Asylum so often he made monthly visits. Using lesser known characters that the current crop of viewers aren't aware makes things a surprise.
Seriously? Anarchy and Magpie? How old was Anarchy? Still a kid on stilts or a fake mannequin on his shoulders to make him look 7' tall? I got Batman comics from Neal Adams through 90's Jim Aparo.
