When someone openly posts resources that they have crafted, it is given that the works are freely usable. Only if the creator places terms regarding usage within the body of work, within the containing website page, ro the like would this be different.
As an example of protection, the KDC scripts have within the webpage of origin that all KDC scripts are not commercial use and cannot be posted elsewhere (granted, the terms are in Japanese). Likewise, ccoa posted the only permitted sites to host her UMS system (Save-Point used to be known as RMVXPUniverse ^_^ ), and her page states it is licensed, so you must pay for commercial usage (very hard now she's absent).
That is not to say that someone won't take a resource and post it without the creator's terms. So it is sometimes problematic to see if a work is fully usable. But this site does endeavor to post the user's true conditions and uphold their wishes. In that, no KDC scripts are permitted here.
THAT BEING THE CASE..... Wachunga had freely posted his scripts within his own github. There are no terms and conditions within his posts, the scripts, or the readmes visible in his pages. The github is open for public viewing. And as a bonus, you can even see his real name for credit use! David Hirtle.
With that, you should be able to enjoy using his message system in your commercial project with no problem. Oh... take a look at his Fog of War script while you're at it. We prolly have a demo linked in here.
