Actually, Drattzy Games started with Smile Game Builder as the starting point, and then used its Unity Exporter to bring the finished project into Unity for things like lighting and some shaders, as well as some extra scripting support.

THere are actually quite a few videos on how they achieved that perfect blend of pixel art, The Octopath Traveller Tutorial series is just one playlist I enjoy.
