I dunno if the following revelation will disappoint you, but Aluxes now thinks he's a detective.
The third window might show information pertaining some  person or  piece of evidence or even something about any specific location.
The case might be opened, closed, become a cold case, be sealed or be classified as top secret!

Err, nope, it doesn't allow the game developer to predefine cases in the script's module.
You gotta make in game script calls to be able to create any cases or add case pages or files.

By the way, it's now called KInquire XP...
