Lycan Attack Fatigue

Introduction
How many people can swing a heavy barbarian sword over and over and not get tired? Not many. So I decided to write a little script that takes some points from the player which he will recover in due time.
This feature is fairly similar to the 'Action Fatigue' system in Bethesda Softworks' Elder Scrolls series. However, neither the RPGMaker series of engines, nor the Lycan ABS has a fatigue score. Given that, when the player or companions perform a melee attack, they will experience fatigue by having a reduction in their Skill Points (or SP). But These points can and will regenerate based on values set up in the script's configuration system.
This is a basic model script, only set up for actors and companions to lose points for fatigue based on melee attacks, and it is currently set up only to drain their SP. Aspiring coders may use this to alter enemies so they may suffer fatigue and may wish to set it to drain another value rather than Skill Points(SP). However, this IS a simple and final release public version. The only afforded changes to this script would be in way of bug fixes. No changes will be made for additional features.

- Set up how much fatigue an actor experiences based on what attack weapon they use
- Prevent melee attacks when too fatigued
- Slowly recover when not running or attacking
