For some interested persons, you can actually allow your heroes or enemies use BASIC_SKILLS. Those being skills that do not use missile attacks. In the below attachment, I set everyone in the default party to use "Cross Cut", a skill traditionally considered a combat skill.
I made no attempts to attack... only the enemies and the companions went into combat

Companions (the party members with the hero) will not attack the enemies unless they attack first. And that is evident in the video. They also are set to solely use Skills in combat, and the BASIC_SKILL entry for Skill #57 (CROSS CUT) reads:
... In this version, the Visible (Vis) parameter was set to true and the Animation flag was set to 67 instead of 4.
That, the use of the default characters, and setting them all up to use Cross Cut was all that was done.
HOWEVER, there does appear to be a small issue for an update with the Frozen Enemy method that will soon be addressed.
